It took over five years and got down to a few days before the trial was to begin, but we reached a settlement with the MWRD regarding discharges of phosphorus from its Calumet, O'Brien, and Stickney treatment plants. Some limits assured and others will come depending on the results of certain studies.
Doug Sanders, Jon Ebner and other lawyers of BakerMckenzie were critical to our success. Ann Alexander of NRDC, who helped me develop this line of attack on phosphorus pollution in 2010, wrote a very nice summary that appears in her blog. https://www.nrdc.org/media/2017/170119-2
